What is a structure plan?

    A structure plan is a long-term plan that guides decisions about future development on private and public property. Structure plans can address a broad range of issues including land use, development, housing, employment, heritage, transport, parking, community infrastructure such as open space, and infrastructure provision.

    It identifies the changes that will potentially happen within the activity centre and provide direction for planning zones and land-use changes to meet the needs.

    Why do we need a structure plan?

    Tally Ho is designated as a Major Activity Centre (MAC) in the State government strategy Plan Melbourne 2017-2050. The State government’s Melbourne Industrial and Commercial Land Use Plan 2020 reinforces this role, listing the MAC as a regional employment node with substantial office space. 

    In 2007 Council adopted the Tally Ho Urban Design Framework (UDF) to guide change within the MAC.  The Tally Ho Urban Design and Landscape Guidelines 2013 (the Guidelines) were subsequently adopted in October in 2015.

    The purpose of this project is to prepare a Structure Plan which undertakes a comprehensive review of the existing UDF and the Guidelines. Since the adoption of the UDF, significant policy changes have occurred at both State and local levels. Additionally significant demographic changes have occurred, as well as the COVID-19 pandemic which has changed the way we live and work. 

    Given its age and the changes, a renewed vision and a Structure Plan is required to effectively facilitate and manage future growth and change of Tally Ho over the next 20 years.

    What is a major activity centre?

    A Major Activity Centre is a suburban centre that provide access to a wide range of goods and services. They have different attributes and provide different functions, with some serving larger subregional catchments.

    How will your feedback inform the project?

    All feedback will be reviewed and considered by Council in developing the vision and Draft Structure Plan.
