Draft Structure Plan for the Tally Ho Major Activity Centre
A draft Structure Plan for the Tally Ho Major Activity Centre (MAC) is now available for community and stakeholder input.
Activity Centres are places where people live, shop, work, visit. They provide a broad range of goods, services and community facilities for people and have good access to public transport. Activity centres can vary in size from a small neighbourhood cluster of shops to major centres such as Box Hill, and typically include a mix of uses such as retail, commercial and residential.
The Tally Ho MAC is located generally around the Burwood Highway/Springvale Road intersection. It includes the Tally Ho Business Park, a key office park and technology hub in the eastern suburbs that provides around 3,750 jobs.
The draft Structure Plan is now available for stakeholder and community input. The final Structure Plan will replace the Tally Ho Major Activity Centre Urban Design Framework (2007) and the Tally Ho Activity Centre Urban Design and Landscape Guidelines (2013).

Tally Ho is designated as a Major Activity Centre (MAC) in the State Government’s strategy Plan Melbourne 2017-2050. Council actively supports maintaining and enhancing the economic role and function of the Tally Ho MAC and commenced a project to prepare a Structure Plan for the centre.
An Issues and Opportunities paper was released in 2024, which included analysis of economic trends, drivers of change, transport, and parking, built form, open spaces, and community infrastructure. It is the basis for the Structure Plan, which will guide future planning permit applications and amendments to update Council’s Planning Scheme. The amendments may include future planning zone changes and updates to existing planning controls so we can achieve the vision for the activity centre.
