Residential Parking Permit Review

Following a review and community engagement, Council has made the decision to bring everyone onto the same new scheme in the interests of fairness and equity to all.
In August 2022, we wrote to all permit holders to ask for feedback. We received more than 1,200 responses to our survey. Council considered this valuable feedback when making a decision.
At a meeting in November, Council made key changes including:
- Establishing a single Residential Parking Permit Scheme*
- Moving all permit holders onto the single scheme by 1 July 2023
- Making the first permit free of charge
- Charging fees for the second and third permits (fees to be set in Council’s 2023/24 budget) Endorsing a Residential Parking Permit Policy
- In the Box Hill Metropolitan Activity Centre only single dwellings (houses) are eligible for permits
- The number of permits per dwelling is as per the table below

Since 2012, more than 10,000 people have moved to Whitehorse, increasing the demand for parking in residential streets. Bringing everyone onto the same scheme will help balance the need for parking spaces, while still allowing residents to use permits to park without restrictions.
About half of all permit holders only have one permit and will pay no fee. For the majority of permit holders, this decision will reduce their overall costs because the first permit is free.
