After hearing from the community in March 2025, we're now sharing the draft Domestic Animal Management Plan (DAMP) 2026–29 for you to review before it's finalised.
The DAMP is our 4-year plan for managing cats and dogs in the community, focusing on safety, education, pet registration, dog control in parks, and more.
What’s new in the draft plan?
We’ve made some key changes based on your feedback:
- More education and support for responsible pet ownership, with an increased focus and resources for reducing nuisance concerns
- A focus on reducing the risk of dog incidents through education, increased reporting methods, investigating and enforcement approaches
- Exploring a 24/7 cat containment curfew
- Expanded desexing and rehoming programs
- Stronger efforts to boost pet registration, microchipping and identification
- An enhanced focus on value for registration
Please note this plan does not cover dog parks or pets other than cats and dogs.
During the first stage of consultation, more than 420 community members shared their thoughts through surveys and local events. The top priorities were responsible pet ownership, reducing dog attacks, better enforcement, and improved cat management. Read more in our Consultation Report.

If you or someone you know would like assistance or a printed copy of the Draft Domestic Animal Management Plan and survey, they are available to pick up at our Customer Service Centres at Nunawading Civic Centre or Box Hill Town Hall.
