We are reviewing how trader parking permits operate across 7 shopping areas in Whitehorse.

Trader parking permits allow eligible local businesses to park in signed, time-restricted parking spaces near their business. These permits help traders access their businesses/workplaces while supporting the day-to-day operation of local businesses.

Over time, different rules, fees and processes have been introduced across locations. We’re now reviewing the system to make it clearer, more consistent and practical. Our goal is to develop one consistent trader parking permit scheme that works across all locations.

As part of this review, we’re seeking feedback on how trader parking permits currently work and how they could be improved in the below 7 shopping areas.

Blackburn Shopping Centre, South Parade, Blackburn

Trader Permit Parking

Number of spaces: 35 designated trader permit parking spaces

Location of spaces: The designated trader permit parking spaces are at multiple locations:
  • South Parade (10 spaces)
  • North west side of the Main Street Off Street Car Park (4 spaces)
  • South east side of the Main Street Off Street Car Park (6 Spaces) and
  • East side of the Gardinia Off Street Car Park (15 spaces)

Mitcham Shopping Centre, Britannia Mall & Victoria Ave, Mitcham

Trader Permit Parking

Number of spaces: 70 designated trader permit parking spaces.

Location of spaces: The entire top deck of the multi-level car park at Victoria Ave, Mitcham is designated for trader parking.

Milne Road Shops, Milne Road, Mont Albert North

Trader Permit Parking

Number of spaces: 8 designated trader permit parking spaces.

Location of spaces: In front of the shops at Milne Road, Mont Albert North near the corner of Vivianne Ave.

Important additional information:
Currently at Milne Road Shops, there is more trader parking than customer/public parking in front of the shops.

Council is exploring converting up to two existing trader spaces into customer/public parking. This would reduce the number of trader permit spaces to 6.

Mont Albert Village, Hamilton St, Mont Albert

Trader Permit Parking

Number of spaces: 22 trader permit parking spaces

Location of spaces: A designated trader permit only car park which is behind the main shopping strip at 381 Mont Albert Road, Mont Albert

Laburnum Village Shopping Centre, Salisbury Ave, Blackburn

Trader Permit Parking

Number of spaces: There are no designated trader-only permit parking bays. Instead traders with permits can park on the roads marked on the map below.

Location of spaces: Traders can park in the following areas:

  • Laburnum Street (between 21 & 22 Laburnum Street and Laurel Grove North)
  • Myrtle Grove (between Laburnum Street and The Avenue)
  • The Avenue (between Myrtle Grove and Laurel Grove North)
  • Laurel Grove North (between Laburnum Street and The Avenue)

Trader Permit Parking

Number of spaces: 5 designated trader permit parking spaces.

Location of spaces: Bronte Avenue, Burwood

Important additional information: Council is exploring options for trader parking in the area:

  • relocating trader parking spaces from Bronte Avenue to the Barry Road off-street car park
  • increasing the number of trader parking spaces available from 5 to 7 (2 additional spaces).

Brentford Square Shopping Centre, Canterbury Road, Forest Hill

Trader Permit Parking

Number of spaces: There are no designated trader-only permit parking bays. Instead traders with permits can park in the area marked on the map below.

Location of spaces: Traders with permits can park in the 4P (4-hour) spaces in the shopping centre's main open-air car park in the area marked in red below. Trader permit parking is not permitted in parking spaces fitted with sensors (indicated below in yellow).

Important additional information: In Brentford Square, trader permits are currently issued by Centre Management. In future, all trader parking permits across Whitehorse will be managed by Council. Under this change, Council would issue permits in Brentford Square as well.

Recent checks at Brentford Square indicate the trader permit spaces are not regularly being used by vehicles displaying trader permits. Council is seeking feedback on whether traders still want or need trader permit parking in this area.

If trader permit parking stops, then traders will need to park in public parking areas following any applicable restrictions.
