We are asking for your feedback on the Draft Indoor Sports Plan and proposed recommendations for indoor sport across the municipality.
Whitehorse is growing, and demand for indoor sport and recreation is expected to increase over time. Many existing facilities are already heavily used, some are ageing, and some no longer meet current standards.
The draft plan is a roadmap that sets out how Council can plan, improve and support indoor sports facilities across Whitehorse over the next 15 years.
The draft plan was informed by community and stakeholder feedback, together with technical research including facility audits, benchmarking and demand modelling.
Your feedback will help make sure the final plan reflects community needs, supports fair and accessible participation, and helps Council plan for better indoor sport facilities and opportunities into the future to support an active and healthy community.

| Eley Park Community Centre | Conduct a comprehensive assessment of building redevelopment options to evaluate the facility's functional lifespan and determine the most effective strategy for upgrading or redeveloping the Centre. Timeline: Short term (Year 1–5) |
| Mahoney’s Reserve Indoor Sports Hall | Council resolved at its meeting on 8 December 2025 to retain Mahoney’s Reserve Hall in its current form. This decision supersedes earlier recommendations in the Indoor Sports Plan relating to decommission the hall. The Draft Mahoneys Reserve Master Plan will open for Round 2 community consultation soon. All Sports
Ensure Council partners locally with clubs/associations/providers and State Sporting Associations to proactively develop participation opportunities for all ages, genders, and abilities and pathways for players from grassroots to elite competition.
Partnerships
Council will continue to explore partnership opportunities with neighbouring councils, schools and private operators to support the development and provision of indoor sports facilities.
Participation Data and Facility Utilisation Monitoring and Reporting
Develop a way to collect and report information each year about indoor sports participation and how indoor sports facilities are being used. This will include Council venues and, where possible, non-Council venues.
This information will help Council understand changing community demand and make informed decisions about future planning and investment in indoor sports facilities in Whitehorse.
