The current pavilion falls short of meeting the needs of both the club and the broader community, lacking essential compliance with sporting codes and accessibility standards. Additionally, the existing change rooms and amenities fail to adequately support junior and female participation in sports.

The current pavilion would be renovated and extended, with works proposed to include:

• Two unisex changerooms and amenities, with the flexibility to expand to four, aligning with AFL guidelines,
• Umpire changerooms,
• An accessible toilet,
• Storage space,
• Minor upgrades to existing facility to ensure compliance with current code standards.

At this stage, we would need to do further planning to understand the full impact of the new building. We anticipate the potential removal of a number of non-native trees. These would be offset by plantings in the area.

The existing lighting is ageing and uses outdated technology (metal halide light fittings). The upgrade works will retrofit the existing lighting poles to enable them to use LED lighting.

LED lighting is more energy efficient. It also allows for better control of light spill.

The ground works are recently completed. The project involved a full renewal of the field including installation of a new irrigation system, improved field drainage and a perimeter path.

These works mean the oval can sustain more hours of play, helping Council address the growth in demand for sporting facilities.

The new LED lighting would allow for better control of light spill than the current lights. The new light fittings would provide ‘directed’ lighting. This means that the sports field lights would better focus light onto the sports field and not onto neighbouring properties. The lights would be mounted flat to ensure there is only nominal glow.

All lights that are located near residential properties would have diffuser plates installed, which block out the lights when viewed outside of the track.

Installation would comply with Australian Standards (AS4282.2019) obtrusive lighting levels to adjoining residents.

Vermont Recreation Reserve works are being completed across two stages.

Stage 1 involves reconstructing the oval, which was recently completed.

Stage 2 includes the pavilion improvement works and lighting upgrade. The proposed timeline is:

• Year 1 (2023/2024 financial year): Planning and consultation
• Year 2 (2024/2025 financial year): Design, documentation and tendering
• Year 3 (2025/2026 financial year): Construction
