Following Phase 1 and Phase 2 community consultation, Council has adopted its Climate Response Strategy 2023-2030 and Climate Response Plan 2023-2026 at its Meeting on 27 November 2023.

The Strategy target include:

  • Maintain carbon neutral status for corporate emissions 
  • Source 100 per cent renewable electricity for Council operations by 2025 
  • Achieve net zero corporate emissions by 2032 
  • Aspire for net zero community emissions by 2040

The implementation of the Plan will support Council to achieve these targets.

Background 

The Whitehorse Community Vision 2040 identified Sustainable Climate and Environmental Care as an important priority for the community. As part of Council’s commitment to this priority, Council is developing a new Sustainability Strategy 2030 – ‘Taking Climate Action’.   

 The Local Government Act (LGA) 2020 and the Climate Change Act 2017 both require Council to consider climate change in its policies, strategies, services and asset management. Current lead documents to guide Council and to help the community to become more sustainable and respond to climate change impacts are the Whitehorse Sustainability Strategy 2016-2022 and the Interim Climate Response Plan 2020-2022. These documents support other key strategies including the Whitehorse Waste Management Strategy 2018-2028, the Whitehorse Urban Forest Strategy 2021-2031 and the Whitehorse Integrated Water Management Strategy 2022-2042 and are due to expire at the end of this year. 

The new Sustainability Strategy 2030 – ‘Taking Climate Action’ will help realise the Whitehorse Community Vision 2040, and subsequent ‘Shaping Whitehorse’ deliverables including the Council Plan and Municipal Public Health and Wellbeing Plan.  


Council has many responsibilities including responding to climate change. One of the challenges faced by Council is the allocation of finite resources across all of the services it delivers. This means continuously balancing needs, prioritising and allocating resources to the different services over time. 


Community workshops and survey delivered earlier this year has helped to shape the draft Strategy and Action Plan.  You can download this Phase 1 Community Survey Report for further details.
