Draft Structure Plan for SRL in Box Hill and Burwood

Council Seeks Community Feedback on Suburban Rail Loop draft structure plans.

The Suburban Rail Loop railway project is led by the Victorian Government. The Suburban Rail Loop Authority (SRLA) is the planning authority.

The eastern portion of the loop, known as SRL East, stretches from Cheltenham to Box Hill. Construction on SRL East began in June 2022 with the government projecting trains to be running by 2035.

Two of the 6 SRL East stations will be located in Whitehorse at Box Hill and Burwood.

The draft Structure Plan sets out the actions to achieve the government’s vision for the broader Box Hill and Burwood precincts. It identifies land to be used for community uses, including open space, transport, and the road network.

The draft Planning Scheme Amendment gives effect to the draft Structure Plan and outlines the State Government’s proposed planning controls. Please consider how the planning scheme amendment affects your land. The Engage Victoria SRLA webpage has a tool where you can look up the planning controls proposed for your property.

Whitehorse City Council intends to formally respond to the SRLA proposal. To ensure the Council’s submission reflects the views of the community, residents are encouraged to complete Council’s online survey.

The survey results will guide the Council in advocating for community needs and informing the Council’s written submission to the SRLA.

You can provide your feedback to Council and/or SRLA in the following ways:

To Whitehorse City Council to inform Council's submission:

  • Complete the Council survey/s below by 30 April 2025.
  • Attend a Council led community pop up to chat to the project team:

- Saturday 5 April 10am–12pm along Gardiners Creek Trail, near Fletcher Parade, enter from Burwood Highway

- Sunday 6 April 10am–12pm at Box Hill Gardens, enter from Irving Avenue (near the playground)

To the Suburban Rail Loop Authority (SRLA): go to Engage Victoria to provide feedback directly to SRLA from 17 March to 22 April. This will ensure your comments are formally acknowledged by SRLA.
