During March and April 2025 we consulted the community about the Suburban Rail Loop railway project draft Structure Plan.

We gathered valuable information to help us write a submission to The Suburban Rail Loop Authority.

Next steps
The survey findings are intended to contribute to Council’s detailed response to (i) the SRL Box Hill structure plan/Amendment C255WHSE and (ii) the SRL Burwood structure plan/Amendment GC248 at the forthcoming Advisory Committee panel scheduled for late 2025.
About the project
The Suburban Rail Loop railway project is led by the Victorian Government. The Suburban Rail Loop Authority (SRLA) is the planning authority.
The eastern portion of the loop, known as SRL East, stretches from Cheltenham to Box Hill. Construction on SRL East began in June 2022 with the government projecting trains to be running by 2035.
Two of the 6 SRL East stations will be located in Whitehorse at Box Hill and Burwood.
The draft Structure Plan sets out the actions to achieve the government’s vision for the broader Box Hill and Burwood precincts. It identifies land to be used for community uses, including open space, transport, and the road network.
The draft Planning Scheme Amendment gives effect to the draft Structure Plan and outlines the State Government’s proposed planning controls. Please consider how the planning scheme amendment affects your land. The Engage Victoria SRLA webpage has a tool where you can look up the planning controls proposed for your property.
Whitehorse City Council intends to formally respond to the SRLA proposal. To ensure the Council’s submission reflects the views of the community, residents are encouraged to complete Council’s online survey.
The survey results will guide the Council in advocating for community needs and informing the Council’s written submission to the SRLA.
