Supporting a more active Whitehorse – sports fields and pavilions

We want to understand what our community thinks is important for getting people active in Whitehorse, particularly how Council can make best use of:

  • The sports fields Council own and manage - cricket/AFL ovals, soccer/rugby pitches, baseball diamonds, etc;
  • The pavilions Council own and manage - the buildings next to sports fields usually containing change rooms, toilets, social space, canteen/kiosk, etc.

We also want to hear from you on how Council can promote increased community use and accessibility of our sports fields and pavilions into the future.

Whitehorse City Council manages 53 sports fields and 28 pavilions, which can be currently hired by local sporting clubs, schools, and community groups.

To help Council manage these facilities, we have the Sporting Facilities Guide which outlines the terms and conditions for using these spaces.

  • Make sure it reflects current practices (it was last reviewed 6 years ago)
  • Make it easier for hirers to understand their responsibilities and Council’s role
  • Align with the new Fair Access Policy and Whitehorse Fair Access Action Plan 2024–28, which aim to make Council's sporting facilities more inclusive for women and girls
  • Promote increased community use and accessibility of our sports fields and pavilions

We’re inviting feedback to help us understand what the community, sporting clubs, recreation groups and other users think is important for a more active Whitehorse, specifically in using Council's sports fields and pavilions, including:

  • How Council manages hired use of its facilities – seasonal hire (sporting clubs and recreational groups) and casual hire (schools, commercial sports providers, etc)
  • How Council can improve equitable use and management of its facilities by embedding the Fair Access principles
  • How Council manages sporting clubs and recreational groups and supports their club/group operationally over time
  • How Council prioritises and decides who can use the facilities and when
  • How Council sets its fees and charges for facilities to support hirers while providing quality safe public spaces for everyone to enjoy
