Why is a policy being considered?
We understand the importance of promotional signage to sporting groups. A policy could enable clubs to display signs in a way that balances the needs of clubs and community while appropriately protecting our parks and open spaces.
Council uses the Whitehorse Planning Scheme to manage signage in sporting reserves. A new policy would help us have a consistent position about signs. This would clarify for clubs and other user groups what is permitted in terms of signage in reserves. A final policy may be used as the basis of a Planning Scheme Amendment to alter existing provisions that manage how clubs display signs in Council owned and/or managed reserves.
Does Council want to ban promotional signage at sporting reserves?
No. We want to find out what the whole community’s expectations are about signage in sporting reserves and consider a policy that supports signage in a way that balances the needs of clubs, community and the environment based on this feedback.
What signage would this policy apply to?
This policy would apply to the active sport and recreation areas and immediate surrounds of Whitehorse City Council reserves. It would include playing areas such as ovals, courts, rinks, tracks, velodromes and baseball diamonds as well as pavilions, toilets, scoreboards, coaches’ boxes and fencing and other supporting infrastructure. It would not apply to passive recreation/bushland reserve land with no active sport and recreation areas.
The policy would address different categories of signage that are managed by the Whitehorse Planning Scheme including permanent Council and user group signs (e.g. reserve entrance identification signs, boundary fence signs), temporary signs (e.g. real estate style membership boards) and temporary banners/messages (e.g. A-Frame signs, electronic matchday advertising on scoreboards).
