Council's new Whitehorse Open Space Strategy will be an innovative and forward-thinking guide to how we sustainablymanage, protect and grow our open space networkto support a healthy and liveable community over the next 15 years.
‘Open space’ typically includes parks, gardens and reserves. In addition, we also aim to look athow streetscapes, public spaces in retail centres, and open land owned or managed by other authoritiescan complement the open space network in Whitehorse.
At Whitehorse, we’re fortunate to have 175 playgrounds, over 20 bushland reserves and more than 350 parks, with ‘open space’ representing more than 10% of the municipality.
Key issues we need to address through the new strategy include:
The demand for open space as our population continues to increase.
How we can prepare open space to assist to mitigate the impacts of climate change and strengthen its role in supporting biodiversity.
Enhancing our open spaces so they can be shared and enjoyed by everyone for a diverse range of purposes.
We are starting our strategy from scratch and your feedback will influence its direction.

Contributions to this consultation are closed for evaluation and review. The project team will report back on key outcomes.
We are developing the draft open space strategy informed by your feedback, data collection and research on latest trends and best practices.
Community Engagement Round 2

We will be providing the summary report on the first round of community consultation and the draft open space strategy for feedback.
Final Open Space Strategy

November 2023
Your feedback will be documented to inform the update of the draft open space strategy. The final open space strategy will be presented to Council for endorsement and goes into effect to guide the planning, design and management of our open space network for the next 10 - 15 years.
Implementation
this is an upcoming stage for Whitehorse Open Space Strategy
2024 and ongoing
The short term (1-5 years) recommendations will be established as projects and seek funding through Council's annual budgeting process and external funding opportunities.
The medium term (6-10 years) and long term (11-15 years) will be reviewed through annual reporting framework to stay relevant and re-prioritised as needed.
