Harrow Street Carpark is located at 2–10 Harrow Street, Box Hill.

Accessible, flexible and green community spaces are important for everyone, especially in our busy urban areas.

Transforming under-utilised sites such as carpark rooftops is a great way to increase access to open space.

We are exploring the potential to transform the rooftop of the Harrow Street Carpark into a new community space that supports recreation, social connection, and wellbeing. The rooftop is currently under-utilised, and this project will investigate how it can become an accessible and flexible place for community use.

Some options for transforming the space include:

  • Multi-use sports courts. For example, basketball, pickle ball, soccer and futsal
  • Social gathering spaces
  • Greening and shade

The site already includes a social enterprise café on the ground floor, with lift access available to the rooftop level.

We will also invest in safety and access improvements to ensure the new space works seamlessly with the rest of the Harrow Street carpark and the surrounding community.

Once we’ve heard back from the community about which elements they prefer, we will develop more detailed concept plans for the rooftop.
