Amendment C256whse to the Whitehorse Planning Scheme proposes to rezone land at land at 110 Albion Road, Box Hill from Special Use Zone Schedule 1 (SUZ1) to General Residential Zone, Schedule 1 (GRZ1).
In addition to the rezoning, the Amendment also proposes to:
- apply the Significant Landscape Overlay, Schedule 9 (SLO9) to the land.
- makes minor adjustments to the Housing Framework Plan at Clause 2.04 and Map 1: Neighbourhood Character Precincts at Clause 15.015-5L of the Whitehorse Planning Scheme to include 110 Albion Road, Box Hill within a Natural Change Area, which allows for modest housing growth and the Garden Suburban character precinct, respectively.
The Amendment has been initiated by the owner of the land. The current zoning (SUZ1) primarily provides for areas in private ownership to be used as an education centre or place of worship.
The proposed amendment seeks to broaden the range of permissible uses and development opportunities on the site, including residential and other appropriate uses, while ensuring that any future development maintains compatibility with the established landscape character of the area.
If the proposed changes to the planning scheme are approved by the Minister for Planning, any future use or development of the land would still need to comply with the Whitehorse Planning Scheme and go through the usual planning approval processes.

How to Have Your Say
Any person who may be affected by the Amendment may make a submission to Council. Submissions must:
- be made in writing (via submission link below or by post or email)
- clearly state the grounds on which the amendment is supported or opposed and indicate what changes (if any) the submitter wishes to make;
- provide the submitter’s name and contact information.
Submitter name and contact details are required for Council to consider submissions and to notify such persons of the opportunity to attend Council meetings and any public hearings held to consider submissions.
The closing date for submission is Thursday 5 March 2026.

The planning authority must make a copy of every submission available at its office for any person to inspect during office hours free of charge while the Amendment is being considered and for two months after the amendment comes into operation or lapses.
What happens next?
Once the submission period has closed, Council will review all comments and determine how to proceed. If there are submissions that Council cannot resolve, Council will request the Minister for Planning to appoint an independent planning panel to review the Amendment and hear all submissions.
The independent panel will make recommendations in a report to Council. Council will then consider the Panel report at a Council meeting, and determine whether or not to adopt the Amendment with or without changes.
If Council chooses to adopt the Amendment, is will be submitted to the Minister for Planning for approval.
